The mission of WHO’s Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. The Emergency Operations Unit of the Health Emergencies Programme is responsible for ensuring that emergency-affected populations have access to timely and effective health services. This includes ensuring a strong emergency management system (based on incident management), effective and inclusive coordination mechanisms, joint assessments and planning by partners, implementation of operations and services according to agreed standards, and strong logistics and operational support. The expansion and strengthening of operational partnerships is a key priority. EMO also leads on humanitarian policy and guidance, as well as representation to key interagency bodies.
DESCRIPTION OF DUTIES
Within the framework of the delegated authority, the incumbent is assigned all or part of the following duties which are performed according to the needs and agenda:Strategic & ManagerialSupport at regional level the establishment and operation of an emergency response supply chain system. Implement and monitor the WHO Emergency supply chain’ strategy. Provide the necessary support and guidance to the country supply officer to ensure adequate supply activities to the WHO emergency operations. Insure that adequate monitoring tools are in place and correctly used. Insure the implementation of the standardized support toolbox, and actively participate to its improvement. Participate to the forecast of field OSL HR needs (competencies, skills, and staff numbers). Follow KPIs to monitor the supply operation efficiency. Ensure that supply chain practices at regional level are aligned with WHE supply chain policy and guidelines. Participate and actively contribute to continuous improvement of WHE supply chain through regular meeting among the 3 levels (Headquarters, Regional Office and Country Office) and WHE OSL network. Operational & Tactical:Participate to the definition of the country response strategy Supports the OSL emergency regional team in the on-site implementation of the supply activities to support the WHO emergency activities. Support the Log Ops’ priorities to insure robust and efficient supply chain for the WHO emergency responses in its development of the Emergency Preparedness Plan. Coordinate with partners and/or OSL team to manage the emergency supply response (request management, stock level, shipment). Participate to the OSL network, along with OSL operations, for coordinating essential requirement implementations and preparedness plan. Perform other related responsibilities as assigned, including replacing and backstopping for others as required.
Essential: Advanced university degree in supply chain management, logistics, with specialization in fleet management, planning or business management or related field.
Desirable: Degree or training in humanitarian or disaster management.
Essential: At least seven years’ experience in supply chain management including field based operational experience at the national or international levels.
Desirable: Experience with managing capacity building initiatives in international organizations, multilateral institutions or NGOs.
Demonstrated knowledge and competency in supply chain operations management and/or procurement in an emergency context, with proven ability to create and implement critical strategies, tactics and operations with multi-stakeholder partnerships, combined with sound organizational, analytical and managerial skills and proven ability to multi-task, identify and solve problems and produce results under pressure. Excellent interpersonal and leadership skills with awareness and understanding of cultural and political sensitivities. Ability to write and synthesize technical information in a clear and concise manner. Diplomacy, tact and discretion.
