Job Purpose

Reporting to the Head of CCST for Indonesia & Timo-Leste and in close coordination with the Head of Disaster Management (DM) Division of PMI, the Operation Manager provides strategic operation leadership to ensure the optimal coordination and management of resources required for effective and efficient implementation of IFRC Emergency Appeal operations in Indonesia. The Operation Manager supervises Field Coordinators and represents IFRC in coordination mechanisms at the national level.

Job Duties and Responsibilities


1. Select, mentor and manage staff, including ensuring that they have well-defined results-based priority plans and capacity to provide technical support to IFRC-supported emergency operations.

2. Promote a culture of continuous learning, individual and team accountability in operation teams by setting team objectives, monitoring team performance and conducting timely performance reviews.

3. Ensure sound financial management is applied to IFRC-supported emergency operations, that budgets are monitored, any problems are identified, and solutions implemented in timely and effective manner.

4. Manage operational budgets to ensure that expenditure relating to IFRC-supported emergency operations is within income and approved ceilings, in compliance with IFRC finance procedures and in line with donor earmarking requirements.

5. Ensure that operation teams prepare accurate and timely operational analyses, monthly operational highlights and other updates on the operation as well as deliver inputs for standard reports.

Quality Assurance

6. Ensure that the design and implementation of IFRC-supported emergency operations is based on frameworks and approaches that are consistent with national and international standards and guidelines, as well as IFRC policies, procedures and tools.

7. Guide the integration of humanitarian priorities and interventions within all relevant programming departments of PMI involved in the IFRC-supported emergency operations at headquarters level.

8. Guide PMI headquarters and IFRC operation teams in the achievement of planned outcomes and deliverables following quality standards, in a timely fashion, and within budgets.

Technical Oversight

9. Negotiate and mobilize IFRC resources in support of PMI in the assessment, planning, and implementation of emergency operations.

10. Supervise IFRC Field Coordinators to ensure they work closely with the managers of relevant PMI chapters in all related programming roles and responsibilities, providing advice and recommendations that carefully consider local capacity and context.

National Society Capacity Enhancement

11. Guide Field Coordinators to develop apply approaches which strengthen and develop PMI’s structures, capacity and performance; analyze and understand their current strengths and weaknesses and to ensure the provision of necessary technical and material support particularly in relation to IFRC-supported emergency operations.

12. Guide and support PMI headquarters in setting up the structure needed to ensure that all components of the response are identified, planned and carried out in a coordinated, collaborative and integrated manner with Movement and external partners.

13. Closely with the Disaster Risk Management (DRM) Delegate, guide PMI headquarters in developing and implementing operational standards, tools and procedures that ensure quality, consistency and sustainability of emergency response interventions.

14. Support PMI headquarters in maintaining an effective information management system for IFRC-supported emergency operations.

Institutional Readiness

15. Closely with the DRM Delegate, work with the PMI headquarters and relevant technical counterparts in the CCST for Indonesia & Timo-Leste and the Asia Pacific Regional Office to develop, implement and review contingency planning for identified threats in operational areas, as well as the development of capacities within PMI for emergency response.

Coordination and Networking

16. Together with the Head of CCST and the DRM Delegate, network and coordinate with relevant Government agencies, Movement partners, AHA Centre, UN agencies, INGOs, and other humanitarian actors to ensure that PMI and IFRC share information and are well informed on best practices and key developments in response operations.

17. Along the PMI, build alliances and partnerships with other emergency actors to enhance the implementation of emergency plans of action, including supporting PMI to enhance its position vis-à-vis the inter-agency coordination mechanisms.

18. Facilitate cooperation and coordination in all programmes and operations between PMI, participating National Societies and ICRC to ensure the most effective mobilization and utilization of resources in emergency operations.


19. As delegated by the Head of CCST, represent IFRC informal events and forums involving public authorities, humanitarian agencies, diplomatic missions, donors and other partners at the national level.

20. Under the guidance of the Head of CCST, ensure all IFRC (and other RCRC) personnel, assets, and operations under IFRC responsibility are adequately protected and that identified security risk are mitigated and much as possible.

Organizational accountability

21. Ensure efficient and effective management of IFRC resources used in emergency operations.

22. Ensure that IFRC policies, procedures, guidelines and quality standards are well known and complied with.

23. Ensure IFRC management is fully informed on any material developments which could affect operations and/or IFRC.

24. Ensure that all short-term and interim personnel make the effective handover to their successors for continuity and mitigating loss of institutional memory.



Relevant university education or an equivalent of qualifying experience Basic Delegates Training Course (BTC) or IMPACT or equivalent knowledge ERU, FACT or RDRT training


At least 5 years of disaster management experience, including managing staff Experience in managing large-scale disaster or crisis operations in a developing country At least 3 years of work experience with the RC/RC Experience in project cycle management including proposal development, budgeting and reporting, monitoring and evaluation Working with financial systems Working for a humanitarian/non-profit making organization
