1.0 Background

Palli Karma-Sahayak Foundation was established by the Government of Bangladesh in 1990 as an apex organization for poverty alleviation through employment creation. Since its inception, PKSF has been implementing various programs and projects for poverty alleviation through its Partner Organizations (POs). At present, PKSF has more than 200 active Partner Organizations throughout the country. PKSF launched its Micro-Enterprise program in 2001 to extend financial services to the progressive clients of its Partner Organizations (POs) for undertaking Micro-Enterprises.

This program termed ‘Agrosor’ is being implemented all over Bangladesh through the POs of PKSF.In the microenterprise sector, attention to environmental sustainability and climate resilience is limited due to a mix of capacity, market accessibility, knowledge and financial barriers. While the statistics shows a high contribution to GDP from microenterprises, there is little evidence to show that microenterprises are growing in a sustainable way. The performance of micro, small and medium enterprises (MSMEs) is limited in terms of revenue earnings, machinery use, capital-labor ratio, and
growth of value added, except labor productivity in some instances.

Understanding the need of paradigm shift of microenterprises from the Business as usual to an environment friendly business, upon the request from Government of Bangladesh, The World Bank is supporting PKSF for the implementation of the Sustainable Enterprise Project. The project aims to support microenterprises through environment friendly investments (energy, water and resource efficiency) in the agribusiness and manufacturing sectors to promote environmentally sustainable technologies and practices among microenterprises in environmentally vulnerable areas, induce changes in the micro-lending ecosystem, and support the adoption of basic operational safety norms in project-supported enterprises. The project consists of three components: (a) enhancing services and enabling systems, (b) strengthened access to finance for commercially viable environmentally friendly and resilient
microenterprises, and (c) project management, knowledge management, and monitoring and evaluation.

2.0 Project objectives
The Project Development Objective (PDO) is to increase the adoption of environmentally sustainable practices by targeted microenterprises.

3.0 Project areas
The project will focus on the clusters of Micro-Enterprises of the agribusiness and manufacturing sectors preferably in the environmentally stressed and climate change vulnerable (flood, flash flood, drought and salinity-prone) areas in Bangladesh.

4.0 Target population
The project will cover approximately 100,000 Micro-Enterprise members under PKSF MicroEnterprise (ME) Loan Program through its Partner Organizations (POs).

5.0 Objective of the Assignment:
Proper implementation and monitoring of environmental safeguard issues related to the project and capacity building of the micro-entrepreneurs and the POs regarding environmental issues.

6.0 Duty station
The employee will be stationed at Dhaka with extensive travel to anywhere in Bangladesh including the most remote areas as per instruction of the PKSF.

7.0 Duration
The estimated duration of appointment will be 01 (one) year (extendable upon performance) beginning from the effective date of the contract.

8.0 Tasks and duties
The Assistant Program Officer (Environment & Natural Resources Management) will work under the direct supervision of the Senior Program Officer (Environment & Natural Resources Management Specialist) and will undertake the tasks and duties to assist them. The specific tasks are, but not limited to, the following:

  • Running the environmental safeguard related activities in the project;
  • Assisting the Senior Environment Specialist in disseminating knowledge among other Program Officers in ensuring environmental sustainability during project implementation, if necessary;
  • Assisting the SPO Environment examine each sub-project/ME proposal and identify the environmental sensitivity in the light of established Environmental Management Framework (EMF);
  • Endorsing the completed environmental screening format;
  • Assisting the SPO Environment identify the potential environment and safety issues in the submitted proposals, determine the adequacy of the possible mitigation measures submitted with the proposals and suggest possible mitigation measures to offset the environmental adverse impacts if found;
  • Proposing environment mitigation measures to the SPO Environment to be taken up by the sub-project implementation entity if any adverse environmental impact has been overlooked with the proposal;
  • Carrying out regular field visits to assess the quality and adequacy of screening, mitigation measures, EMP and also supervision of environmental activities during proposal selection and implementation;
  • Assisting the SPO Environment examine the knowledge and awareness of the field level staff on management of environmental issues by arranging Focus Group Discussions (FGDs) and interviewing the project participants and other local community people and POs during proposal selection and implementation;
  • Arranging regular meetings with Project Management Unit (PMU) in PKSF, other Program Officers of PKSF and PO staff;
  • Preparing good practice dissemination notes based on the experience gained from site supervision;
  • Organizing and preparing arrangements for environmental training and orientation programs and workshops for the staff of the PKSF and selected POs;
  • Providing follow-up services to monitor and ensure whether the recommendations are carried out during implementation of the sub-projects;
  • Assisting the SPO Environment in preparing and submit regular environmental monitoring and implementation progress reports;
  • Assist SEP to fulfill any requirement of DoE.
  • Maintaining a data-base for sub-project/microenterprise specific environmental screening, and mitigation measures and status of environmental monitoring & evaluation during project implementation and operation; and
  • Any other tasks, duties or specific assignments which may arise as directed by the Project coordinator or the PKSF authority.

9.0 Experience
At least 3 years of professional experience in the field of environmental science. Preference will be given to those having working experience in development projects.

10.0 Academic qualification
The candidate must have at least a four year undergraduate degree and a master’s degree in Environmental Engineering/ Environmental Sciences/ Geography/ Disaster Management or any relevant subject from a recognized university with good academic standing. S/he must have at least two first class degrees or equivalent among the latest four. Having 3rd class/division or equivalent in any examination will incur ineligibility.

11.0 Age limit
Maximum 32 years.
