The Emergency Health Delegate will be responsible for supporting/working with PMI to manage and effectively implement the Emergency Medical Services, Public Health, Mental Health and Psychosocial Support and Nutrition components of the Emergency Plan of Action for the Sulawesi earthquake and Tsunami operation. This position will work closely with PGI, WASH, Shelter, CASH, PMER/IM, Livelihoods and CEA colleagues to ensure an integrated approach to programming that best suits the needs of the population. The Emergency Health components of the EPOA include: a) Emergency Medical assistance, including deployment of PMI emergency clinic and medical mobile teams b) Community based disease prevention, epidemic preparedness and health promotion c) Disease outbreak prevention, early detection and control activities d) Nutrition screening and early detection and referral. e) Staff and volunteer health and wellbeing f) Psychosocial support activities g) Coordination with Ministry of Health, Health Sector partners, RCRC movement partners h) Monsoon preparedness and response i) Health facilities reconstruction and rehabilitation, construction of Health, nutrition and PSS activities spaces for the communities The Emergency Health delegate will work closely with the WASH and other relevant sectors to ensure appropriate contingency planning and response for the upcoming monsoon season and potential disease outbreaks such as Acute Watery Diarrhoea, Measles, Malaria, Dengue, etc.

Job Duties and Responsibilities

1. Lead and manage the Emergency Health components of the EPoA, in partnership with the PMI Emergency Health team and other relevant sectors including WASH, CEA, PGI, etc. 2. Understand the public health risks and plan activities against the changing phase of disaster response ensuring integration of health activities (clinical health and public health) with other sectors (WASH, shelter, PGI, PSS, CEA) 3. Support in strengthening the capacity of PMI medical teams deployed in emergencies, ensure quality of care, define clinical care package of services for PMI suitable to the current context. 4. Ensure appropriate representation and coordination with the relevant Sectors/Clusters including Health, Nutrition, MHPSS, CEA and PGI and RC movement partners 5. Monitor and ensure appropriate expenditure of the Emergency Health budget and procurement 6. Coach and mentor the Health team members, ensuring quality programming 7. Promote, and where possible facilitate, the integration and mainstreaming of emergency health programme and initiatives into relevant NS programmes, as well as the co-ordination and co-operation between and among NS emergency health programmes and initiatives. 8. In partnership with the Regional Emergency Health Coordinator, act as technical reference point for PMI and health team especially in those areas, but not limited to clinical health, public health, nutrition, disease prevention, PSS and contingency planning 9. Monitor epidemiological data, health indicators, disaster and disease patterns for analysis and early detection of public health concerns, disease outbreaks or epidemics. Facilitate the identification of necessary readiness and response actions to be taken, where necessary. 10. Work with the Health, Nutrition and WASH sectors and colleagues to ensure appropriate contingency plans in place for AWD/cholera and other potential disease outbreaks and preparedness for cyclone, monsoon season 11. Work with the Staff Health Officer, Geneva and HR and Security team in Palu and Jakarta and the Regional Security Advisor, Regional HR to ensure appropriate measures for staff health and wellbeing are in place 12. Advice and provide oversight in the planning, implementation and management of the health components of National Societies emergency response and recovery programmes supported and coordinated by the Federation, ensuring that these are accordingly to agreed standards. 13. Any other duties required by the head of operation

Education

Medical / other health-related degree or equivalent professional experience Post-graduate education in public health Diploma or training in tropical medicine, infectious diseases control, nutrition in emergencies, or humanitarian assistance is preferred

Experience

At least three years of experience in managing emergency health programmes and interventions (ERU deployment, Outbreak management, transition/handover of ERU services) At least five years’ programme management experience in an international humanitarian organisation Experience in counterpart support and mentoring. Programme management experience within the Red Cross/Red Crescent system, preferably in an emergency response setting is preferred Experience in coordination with humanitarian health partners

Knowledge, Skills and Languages

Extensive knowledge of the Federation’s health and disaster management objectives, mandate and programme orientation, as well as emergency health and disaster management system, tools and mechanisms is preferred Experience in financial management including budgeting. Experience in writing project proposals and project reporting Good training and facilitation skills Self-supporting in computers: word processing, spreadsheets and presentations Ability to work under stressful conditions, meet deadlines and travel extensively to support field operations or training Fluently spoken and written English
