The Communicable Diseases and Environmental Determinants of Health Department (CDE) promotes, coordinates, and implements technical cooperation activities directed toward the surveillance, prevention, control, elimination and/or reduction of communicable diseases, zoonoses and environmental threats to health that are technically sound and appropriate for the political and sociocultural context in which they are implemented. It strives to achieve a sustainable impact on health by providing normative guidance, furthering the implementation of evidence based interventions, fostering alliances that strengthen country capacity, improving the effectiveness of inter-country collaboration, and facilitating policy and decision-making processes.

DESCRIPTION OF DUTIES

Under the direct supervision of the PAHO/WHO Representative, and the technical guidance of the Unit Chief, Climate Change and Environmental Determinants of Health (CDE/CE), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

Provide technical cooperation to Member States to identify and implement national strategies and policies for the analysis of the principal health problems, social and environmental determinants including climate change, inequities and risk factors that impact human health; identify the conditions and lifestyles that encourage the practice of health promotion at population level; propose, monitor and evaluate technologies and strategies for the effective implementation and control of health promotion programs;Lead and support the introduction of the principles, methods, and epidemiological techniques at national level for programs promoting environmental health and health protection, with special emphasis on prevention of vector borne diseases;Advise, support and strengthen health surveillance and research on climate change and health, and prepare and present updated reports with detailed information on the status, gaps and demands of Member States to achieve the objectives defined in the regional agenda on climate change and health;Guide the formulation of projects and provide guidance on the development of innovative responses to support Member States to respond to the adverse health effects of climate change;Support interventions on climate adaptation, risk modeling and mitigation actions to climate change, especially those that are directly impacting health;Promote and conduct research on the promotion of healthy behaviors and the social and environmental determinants of health within academic institutions and the PAHO/WHO Collaborating Centers related to the area of environmental health and health protection;Participate actively in the development and/or strengthening of the relevant competencies in human resources for the health teams in charge of the implementation of the strategy of health protection and environmental health;Promote knowledge management activities in the areas of responsibility, using all the available means for the dissemination of relevant evidence-based and scientific information;Promote inter-programmatic and decentralized work at the different levels of the Organization in order to achieve the maximum levels of efficiency and effectiveness;Provide advice, follow-up and support activities related to the Sustainable Development Goals (SDGs); facilitate implementation and monitoring of SDG strategies at national and sub-national level;Promote and advise national authorities on the evaluation and solution of environmental pollution problems due to urbanization, industrialization and agricultural activities with special attention to biological and chemical pollution, as well as in the formulation of plans and programs for their prevention and control;Mobilize national and international resources to support the implementation of programs under areas of responsibility; represent the Organization in technical meetings, seminars, congresses and academic events in the area of Climate Change and Environmental Determinants of Health;Collaborate with Ministries of Health and other PAHO colleagues in the preparation of the Representation ´s Biennial Work Plan (BWP), semi annual work plans and periodic evaluations for assigned projects; collaborate on and contribute to the execution of international cooperation, including the analysis of political, technical and socioeconomic realities;When called upon to directly supervise staff, establish clear work objectives, conduct timely and effective performance appraisals, provide coaching and feedback, and support staff development opportunities;Perform other related duties as assigned.
